Kapag positive ka sa IgG, ibig sabihin ay nagka-infection ka na, natapos na, may antibodies ka na laban sa SARS-CoV-2, at higit sa lahat, hindi ka na nakakahawa. May immunity ka na pero dahil bago pa lang sa atin ang COVID-19, hindi pa natin alam kung hanggang kelan ang itatagal ng immunity mo.
Ano ang dapat gawin?
1. Magpasalamat ka na nalampasan mo na ang infection at buhay ka.
2. No need for confirmatory test dapat kasi base sa mga pinakahuling datos ng WHO, hindi ka na makakahawa kahit may ma-detect pang konting virus. Pagaling ka na totally. Pero dito sa “Pinas, kailangan pa rin.
3. I-trace ang mga close contacts in the last 3 weeks dahil pwedeng nahawaan mo sila. Dapat ay ma-test din sila.

Eto yung may (igM) pero andyan na rin si (IgG). Pag positive ka sa IgM at IgG, ibig sabihin ay nagsisimula ka nang gumawa ng long-term antibodies pero hindi pa tapos ang infection at nakakahawa ka pa rin. Pag ganito ang resulta mo, ang rekomendasyon ay kagaya rin ng sa IgM+/IgG- sa taas.

𝗜𝗴𝗠 𝗡𝗘𝗚𝗔𝗧𝗜𝗩𝗘, 𝗜𝗴𝗚 𝗡𝗘𝗚𝗔𝗧𝗜𝗩𝗘
Dalawa ang pwedeng sitwasyon pag negative ka sa IgM at IgG. Una, wala kang virus. Pero hindi ibig sabihin ay hindi ka na magkakaroon. Padalawa, meron pero napakaaga pa at wala pang nagagawng antibodies ang katawan mo na made-detect ng RDT. In both cases, pareho lang ang gagawin. Yun pa ring mga pag-iingat kagaya ng pagsusuot ng face mask, paghuhugas ng kamay, physical distancing, etc. Pwede mong ulitin ang test after 7-14 days.

Swab Test

Sa PCR, hinahanap natin ang genetic material (RNA, blue line sa graph) ng SARS-CoV-2. Kung sa RDT, antibodies lang ang hinahanap, sa PCR yung virus mismo. Ito yung swab test. Kumukuha tayo ng sample sa nasopharyngeal area (sa may lalamunan sa likod ng ilong) at oropharyngeal. Positive or negative lang ang result dito. Pag positive, same recommendation pag IgM+ except the confirmatory test.

  4. The Bayanihan Heal as One Act or RA 11469 plays a significant role in meeting the goal of Community Health Nursing, especially that there's a health crisis. It manifests to educate the citizens even within their own respectful homes.
    The effect of RA 11469 is significantly helpful in maintaining the citizens safety and educated about the rising COVID 19 this time. Due to the safety measures that are implemented for lower chances of the possibility of affecting one another, the RA 11469 is presented to inform the citizens without any presenters. The citizens are presented with basic information that are vital, such as the added procedures done that is helpful for contract tracing within establishments. Using some words that are quite new to us such as Contact or Close Contact, thru the act, it provides definition to some words that we weren’t usually used to before the pandemic came. It also educates the citizens about the differentiation of Rapid Diagnostic Testing (RDT) and Swab Test. Both aims to detect the presence of the Corona Virus in the body but the process and procedure is different. It also teaches the citizens the difference between Symptomatic and Asymptomatic patients and should be looked after once in close contact with a positive patient. There are also measures that is strictly followed which is the quarantine and isolation of a patient who is symptomatic or asymptomatic but had close contact with a Covid positive patient.
    The effects of RA 11469 helps the Community Health Nursing in lowering the risk of citizens accumulating the COVID. With strict measures and citizens obediently following the precautions according to the Bayanihan Heal as One Act makes the RA 11469 effective.

The “Bayanihan to Heal as One Act” (RA 11469) declaring a state of national emergency over the entire Philippines and granting certain powers to the Chief Executive to allow for greater flexibility in responding to the COVID-19 pandemic was signed into law on March, 2020. The law implement temporary emergency measures to respond to the crisis brought about by COVID-19, such as: hastening the accreditation of testing kits; providing an emergency subsidy; enforcing measures against hoarding; giving allowances for the frontliners, compensations etc. But the sad truth in this law is that the provisions included are not well implemented. The distributions of subsidy, risk allowances of frontliners (especially the medical health workers), hoarding of goods, distribution of medical supplies etc. are not well implemented. The government has a lot of flaws during this pandemic because they don't have any concrete plans. And because of their incompetence the Philippines is now experiencing a great disruption economically, physically and emotionally.

    The effect of this law in the Community Health Nursing is a very huge factor in the medical field. The flexibility and reliability of a nurse was tested during this pandemic. Because of them we are now more aware and knowledgeable about the virus. They try to help as far as they could even they are not paid very well. And for government, this law will serve as a lesson that a small problem can lead to a greater disruption.

    1. The Republic Act 11469 or also known as “Bayanihan to Heal as One” is an act that declared the existence of a National Emergency in relation to the Corona Virus disease (COVID-19). This authorized the President of the Philippines to have temporary power in order exercise the authority that is necessary to carry out the affirmed national policy, the Presidential Proclamation No.922, s. 2020, declared a Public Health State of Emergency all throughout the country which also raised the code alert level of COVID-19 to Red Sublevel 2 resulting to a State of Calamity and an Enhanced Community Quarantine was issued to the entirety of Luzon. In sec 3 there was several reasons stated as to why the President needed the power to carry out the task of the aforementioned policy. While in Section 4 after the power was granted to the President then he shall have the power to adopt in the crisis and impose measures against COVID-19. Some of these are (1) To follow the W.H.O guidelines and practices, (2) Provide testing kits and facilitate prompt testing through public and private institutions.(3) Provide public health workers with P.P.E. and compensation (4) Ensure that the LGU’s are acting upon the letter of implementation (5) Liberate the grant of incentives for the manufacture of critical equipment’s or supplies needed to carry out the act etc. In Sec 5 the President is mandated to present a report to the congress every Monday of every week, the report should mention the acts of activities in pursuant to the policy, the funds allocated, reprogrammed and aligned to this Act. Furthermore in Sec 6, there are certain penalties that will be enacted once an offense is done it varies from 2 months of imprisonment and a fine of not less than 10 thousand but not more than 1 million. In Sec 7 it was stated that nothing herein shall be impaired, restricted or modified thus provisions of this Act shall prevail. While in Sec 8 if any person was officially declared invalid to this act then provision will solely exclude that person and no one else. Finally in the last Sec which is Sec 9 this act shall start upon publication for circulation to masses and it will take effect for 3 months unless extended by the Congress, provided that it can be ended through Presidential Proclamation or withdrawn by concurrent resolution of the Congress. This act was passed by the Senate of the Philippines on March 23, 2020 adopted by the House of Representative.

As our country faces a huge health crisis brought about by corona virus disease or collectively known as COVID-19, it has put a toll not only on our health services, but also in economic aspect. Because of the lockdown implemented by the government, which has started on the 12th of March until at present, many Filipinos have lost their jobs and some establishments were not allowed to operate, especially during the enhanced community quarantine. The global emergence of this pandemic concerns every government around the world thus, our Philippine government has made its move and signed a new republic act that would address the needs of the Filipinos during this difficult and trying times.
      Republic Act No. 11469 is entitled as the “Bayanihan to Heal As One Act”. This gives power to the country’s president to declare national policies in accordance with the guidelines of the Department of Health and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases. This act aims to provide social welfare to the families affected by the imposition of community quarantine, specially to those who are marginalized, by giving them an amount of Php5,000 or Php8,000. This also aims to lessen the burden of the health sectors, facilities, and workers by providing them with enough supplies of PPEs (gloves, masks, gowns, face shields, foot covers), giving the “COVID-19special risk allowance” or hazard pay, approval of usage of testing kits, utilizing hotels or other private establishments to cater some COVID patients or to be used for quarantine or temporary homes of our medical front lines serving COVID patients. This also prohibited the hoarding of alcohols or sanitizers in order to prioritize the hospitals who cater COVID cases. This also instructed us to follow the protocols ang guidelines set by the World Health Organization which is to wear masks when going out and disinfect the body once we get home. This has also limited the operations of different establishments such as malls, supermarkets, and offices in the hopes of mitigating or lessening the spread of the infection.
      As the country moves closer to its 7th month of community quarantine wherein the quarantine protocols are easing, these provisions stated in the “Bayanihan to Heal As One Act” are also slowly drifting away from its promises. Also, we still haven’t flattened the curved as we are nearing to 350,000 COVID cases.

The Bayanihan to Heal as One Act or also called the Bayanihan act was officially designated as Republic Act No. 11469 by the Senate of the Philippines, granting President Rodrigo Roa Duterte the special powers to address the COVID-19 outbreak in the country. The act was signed by the President on March 24, 2020, and was effective on March 25, 2020. Under section 4 of RA 11469, the law grants additional authority for the president to address the COVID 19 pandemic. These include authorizing in allocating funds, ensuring the availability of essential goods, Regulating and limiting the operation of land, sea, and air transportation, and also authorizing to give emergency cash aid to address the COVID 19 emergency.
      Under section 5, the president is required to submit weekly reports to Congress. The report contains the actions and activities that have been done by the government, as well as the number of funds that have been used and their purpose. Section 6 of the Bayanihan act, states the penalties and violations of the law, including imprisonment for two months and paying a fine of 10,000 pesos or 1 million pesos. Violators of this law include LGU officials, owners of private hospitals who disobey national directives.

Some of which are to adopt and implement measures to prevent furthers spread of the virus following the World Health Organization guidelines, to take over medical facilities, give health workers a special risk allowance on top of their regular hazard pay, to regulate and limit the operation of land, sea, and air transportation, private or public, and to move the deadline and timeline for the submission and filing of documents, taxes, fees, and others while in community quarantine. The section 5 of the law requires the president to submit a weekly report to congress every Monday which will contain the updates of actions that has been done and the amount of funds used and its purpose while section 6 lists down the penalties and violations of the law. LGU officials, privately-owned hospitals, medical and health facilities, banks, residential property owners and managers, hoarders and business owners can be penalized by the law either by imprisonment of two months or a fine not less than ten thousand pesos but not more than one million pesos. Since the declaration of the law, the positive cases continued to rise while businesses have stalled, disrupting economic activities and affecting the livelihood of Filipinos.

The Bayanihan to Heal as One Act that is imposed by the Senate of the Philippines is granting the Current President of the Philippines a special powers that might help the Philippines in addressing the COVID-19 outbreak in the country. The word "bayanihan" is the tagalog word of Communal Work. These Act also place the country in a state of calamity due to the continue rise of the Covid-19 positives in the country. The provisions opposed by the public include the “emergency powers,” and the take over of private establishments and public utilities, and realigning funds from the 2020 national budget. This Act also benefits the health care workers with "Special Risk Allowance" on top of their usual hazard pay. Philhealth which is a insurance corporation will shoulder all medical expenses of any health care workers related to COVID-19 related injury or disease. Also the government will have power to cut the budget and distribute it to the people that who are in needs by giving them a so called "subsidy" amounting of 5,000.00- 8,000.00 pesos depending on their location and financial stability. The death of a social worker will be given P-1M pesos both private and public and P100,000.00 to the health care workers who will contract COVID-19.

    2. The Republic Act No. 11469 is a law in the Philippiines that was enacted on March 2020 granting the President to have temporary power to combat the COVID-19 pandemic in the country. It is also known as the “Bayanihan to Heal as One Act”. Due to the outbreak of the Coronavirus Disease 2019, Presidentaial Proclamation No. 922, s. 2020, was issued declaring a state of public health emergency throughout the Philippines. Also, Presidential Proclamation No. 929, s. 2020, was issued declaring a State of Calamity throughout the Philippines and imposed and Enhanced Community Quarantine throughout Luzon. The President is hereby authorized to exercise powers that are necessary to carry out the declared national policy and adopt following temporary emergency measures to respond to the crisis brought by the pandemic. This law ought to help the community in controlling and minimizing the increase on the number of confirmed cases of coronavirus disease 2019 (COVID-19). The effect of R.A Act No. 11469 to the community health nursing is that it helped in addressing the basic needs and support of the families in the community that were directly and indirectly affected because of the virus. The law addresses the adoption and implementation of the safety measures to prevent further spread of the coronavirus, following the World Health Organization (WHO) guidelines. One of the actions that the government decided to implement is the lockdown to the affected areas. This is to help in minimizing the cases in our country. And as a support, the government provided an assistance and allowance to the families in the community. This law also gave the people awareness of the risks of not following the protocol that were being implemented. People were being informed to what they can do to help the community and the health care providers in controlling the cases in the country. Also, the law addresses the support that they will give to the health workers that are fighting the corona virus. Republic Act 11469 was signed into law on 23 March 2020 (also known by its short title as the Bayanihan to Heal as One Act) declaring a national health emergency throughout the Philippines as a result of the COVID-19 situation. In it Congress authorizes the President to exercise the necessary special powers, for a limited time and subject to certain restrictions, to address a problem that poses a clear and present danger to the people.

    This Primer provides only a simplification of the key provisions of the Act and is intended to encourage wider and popular discussion of the social and political issues surrounding the Philippine response to the COVID-19 emergency. The reader is encouraged to examine RA 11469 in its entirety as well as other related laws, especially the 1987 Constitution. The reader is also encouraged to exercise vigilance and reason by being better informed in the face of a health crisis emergency.

    Congress promulgated the Act in view of the serious health threats and disruptions posed by COVID-19 on the lives and livelihoods of people and the economy as a whole (Section 2). In fact, the World Health Organization (WHO) on 11 March 2020 has already characterized COVID-19 as a pandemic and called on all countries to take urgent and aggressive action to mitigate or prevent its spread.

    The Act comes in the wake of initial measures already taken by the president to address the COVID-19 situation with the issuance of Proclamation 922 (signed 8 March 2020) declaring a state of public health emergency throughout the Philippines and Proclamation 929 (signed 16 March 2020) declaring a state of calamity throughout the Philippines and imposing an enhanced community quarantine throughout Luzon.

    The Act is directed at addressing the public health emergency caused by COVID-19. The ultimate goal is to protect and promote the welfare of the people. Section 3 of the Act enumerates the government’s specific goals as follows:

    * immediately mobilize assistance for the provision of basic necessities to families and individuals affected by the enhanced community quarantine, especially the poor;
    *undertake measures to prevent the overburdening of the country’s healthcare system;
    *immediately provide ample healthcare, including medical tests and treatments, to COVID-19 patients, persons under investigation (PUIs) and persons under monitoring (PUMs);
    *undertake a recovery and rehabilitation program as well as social amelioration program and other social safety nets to all affected sectors;
    *ensure adequate, sufficient, and readily available funds to undertake the above-stated measures and programs;
    *partner with the private sector and other stakeholders in the quick and efficient delivery of these measures and programs; and
    *promote and protect the collective interests of all Filipinos.

The Bayanihan to Heal as One Act RA 11469 was signed into law last 25th of March 2020, declaring a state of national emergency over the entire Philippines and granting certain powers to the Chief Executive to allow for greater flexibility in response to the COVID-19 pandemic. This act serves as a response to our urgent need in implementing measures that will help us in addressing the health scare brought by the spread of COVID-19 in our land. This includes the effective detection of the virus among the populace, prompt testing by health facilities of patients, protection and access to transportation in favor of our health workers who are at the frontline of this battle, maintenance of availability and pricing of essential and basic commodities for consumers, and provision thereof to those belonging to the vulnerable sectors of society, among others. Also, it authorizes the President for the immediate implementation of measures for the effective education, detection, protection, and treatment of our people versus COVID-19 which also satisfies and contributes to the attainment of the goals of Public Health, to protect and improve the health of the population as a whole through the promotion of healthy lifestyles, researching disease and injury prevention, as well as detecting, preventing, and responding to infectious diseases.

      While we cannot hide the fact that it somehow contributed a little bit to the improvement of our situation, we cannot just ignore how it also made our situation worse due to its improper implementation plus the incompetence of our government. This act is in effect only for three months, and to be honest we haven’t seen much of an improvement during those months. It’s been almost 7 months already since the lockdown and what’s worse is that the government is acting like this pandemic is not on their utmost priority. Healthcare workers, who obviously is on the frontline, is not being given enough support either.

      Early inaction coupled with a lack of quick, decisive leadership cost the country precious lead time that could have cushioned the blow of the health crisis. What are the use of rules and regulations, if not implemented properly? The government is not just the one to be blamed either, we citizens of the Philippines are also held accountable for our actions, what we actually need right now is just a sense of responsibility and discipline because a single action could affect the whole nation. We should also bear in our minds that the consequences of a failure to improve the country’s response mean hospitals may run out of space for patients, workers risk their lives for livelihood, and keep hopes for an economic recovery elusive. On the other hand, improving it can jumpstart recovery and set the foundation for a strengthened health system that can withstand the next emergency, whether it be a disaster or another pandemic. Laws if implemented effectively, could finally bring our nation to recovery.

So Public health is concerned with the health of the community as a whole, in terms of helping the community in identifying risks related to health that affects different individuals, families and communities. So, in order for Public Health to help the people it practically applies the goals and condition which are the prevention of diseases and promotion of overall health that helps the community lead a healthy life away from any dangers. Now due to the current pandemic an act was made and that was The Republic Act No. 11469, referred to as the “Bayanihan to Heal as One Act” was imposed by the government in to the COVID-19 crisis and along with that a Public Health Program was Implemented by the Government and DOH for COVID-19 and it is the We Heal as One Program and basically it is an Act in response to urgent needs for a swift and efficient implementation that will ultimately secure the success of the measures established by the national government in eradicating the threats on the nations survival, and because of the We Heal as One Program it Drastically gave an effect that helped and aided Public Health in taking in aggressive actions to mitigate or prevent the spread of COVID-19, promote health focused actions, provide needed care for the public, and give essential commodities to individuals and families in the communities, also along with that the act and its given measures consisted of Health education, promotion, prevention, Case Identification, Case Management, and Outreach programs, that were related to ensuring that these measures are taken placed and implemented. This act plays a vital role in attaining the goals of the public. According to the World Health Organization (WHO), the goal of public health is to prevent disease, promote health, and prolong life among the population as a whole. The government had to take actions to safeguard the lives of every individual and to secure the health care capacity in response to the crisis brought by the pandemic. In the goal of preventing disease, the Bayanihan Law had implemented the enhanced community quarantine and social distancing. The best way to alleviate and prevent the spread of the virus is to limit close face-to-face contact. In addition, the act ensures that PUIs and PUMs are isolated and treated as necessary. All the cost of treatment for COVID-19 patients shall be covered under the National Health Insurance Program of the Philippine Health Insurance Corporation (Phil Health). This law procures the necessary medical equipment and supplies. In the goal of promoting health, it mobilizes assistance of basic necessities to families and undertakes measures to manage the healthcare system. Also, it ensures protection of low-income households through an emergency subsidy. This act has an impact in practicing healthy habits and preventive measures in household and daily routines. This law gives the president all the necessary power to combat the rising number of infected individuals caused by COVID-19 that results to the increase of problems in the Philippines. The goals of this act is aligned to the goals of public health which is to prevent disease, prolong life, and promote the health of everyone and make sure that no one is left behind. The RA 11469 serves as the companion of public health during this tough fight against COVID-19 even though it was just a temporary measure. Considering that there is no vaccine for this virus it was difficult for them to achieve their goals but with the use of this act, it became possible. One of the highlights of this law that helps to control the spreading of the virus was the implementation of enhanced-community quarantine throughout Luzon even though this will cause the downfall of our economy. This action helps the public health by preventing the disease through the reduction of close contact of a healthy individual to an infected one to control the increasing number of infected people which aided the decrease of burden to our healthcare professionals. To further prevent this disease from spreading they immediately isolate the infected individuals, PUI, and PUM and provide all the necessary care that they need. The goal of public health is that “no one is left behind” was also associated in this act by means of supporting the needs of the indigent families. In addition, the health workers who sacrificed themselves for the sake of the health of the masses were also given insurances to assure them that the government won’t leave them during crucial times. They also included the implementation of effective education in accordance to WHO guidelines, this simple act has a big impact to the goal of public health because if an individual is fully aware of this disease they will be able to execute the proper practices in order to prevent it.   18. The corona virus or covid 19 pandemic is the global health crisis that we are all facing right now that indeed poses a great impact on our community. Developing nations like our country, which is the Philippines are the most vulnerable ones, the economic burden and impact on our government and to the citizens as well are expected to be much greater compared to other countries who are well developed. As a response and action in combating this pandemic, The Republic Act No. 11469 or the “Bayanihan to Heal As One Act” is a law that was implemented and approved on March 2020, which gives and allows our President Rodrigo Duterte to have an authority and power to implement temporary emergency measures as a response of our country for the Covid-19 pandemic .Through the implementation of the Republic Act No. 11469, it was able to help the public health to attain their goals by conducting and establishing some preventive actions and protocols in the country. The government has provided and facilitates essential informations that every individual needs to know about the pandemic. The law allows the people to acquire more knowledge and be educated on how can they can avoid being infected by the virus and know the various ways on how they can acquire the virus as well. The act also raises preventive measures, such as implementing the social distancing and wearing of protective mask when going out to the community and aligning the health guidelines according to basis of WHO, and the law also implements actions such as detection, isolation, quarantine, and border control or regulations. The law also ensuring that the LGU is strictly following the protocols thas has been laid down to them, ensuring that they practicing it to their community, and allows officials to give penalties for those individuals that will not obey the rules and protocols. By having these measures and actions being implemented in the country, people can gained knowledge on how they can properly protect themselves and their family against the virus and these also helps to prevent the further spread and the transmission of the disease throughout the community.
    However, it has been said that this COVID-19 pandemic really shows and exposes how slow and weak our country’s healthcare delivery system.But through the implementation of the RA 11469, our government put efforts and establishes many building blocks and ways to make the health system be more functional in times of emergencies, these actions includes the distribution of the medical equipments and supplies to the public health providers and to the health care facililties which is very much imperative and crucial so that the public health provider can deliver essential health services at the time they are needed most by our people most especially in this time of pandemic.
    In addition, I believe that the Covid-19 pandemic is more than just a health crisis, as it also resulted and bring about another crisis for the socio economic status of the society. There are families out there living in poverty and lacking health insurance or secured employment, those people cannot afford to be sick or miss their work, otherwise, they will not be able to provide food for their family or to even send their children to school and because of this pandemic lots of people don't have income resources that makes this situation even unbearable to them. As a response to this problem, it was also included in the RA 11946 to gibe low income households an amount of 5,000 to 8,000 pesos each month to support the family's expenses in their daily basic needs. Furthermore, the implementation of the RA 11496 really plays a huge role in attaining the public health's goal, as it focuses in community-focused efforts to build health and societal resilience.

  19. The sudden appearance of COVID-19 cause a sudden state of calamity that led to declaration of President Rodrigo Roa Duterte of ECQ in March 16, 2020. Nine days later, on March 25, 2020 the president signed into law The Bayanihan to Heal as One Act (RA 11469) which gave himself 30 special powers to address the COVID-19 outbreak in the country which are:
    1. Adopt and implement these measures to prevent further spread of the coronavirus, following the World Health Organization (WHO) guidelines;
    2. Expedite and streamline the accreditation of testing kits and facilitate the testing of PUIs and PUMs by public and private hospitals, as well as the immediate isolation and treatment of patients;
    3. Ensure that all local government units (LGUs) are acting according to the regulations and directives issued by the national government while implementing the standards of the community quarantine to their respective locales. The LGUs are still allowed to exercise their autonomy in situations not defined by the national government;
    4. The authority to give 18 million low-income families P5,000 to P8,000 a month in emergency cash aid — depending on the prevailing minimum wage in the region— for two months;
    5. Give health workers a special risk allowance on top of their regular hazard pay;
    6. Direct PhilHealth to shoulder all medical costs of workers exposed to the coronavirus for the duration of the emergency;
    7. Mandate that public and private health workers who contract the virus will be given P100,000, and P1 million for the families of health workers who succumbed to the virus while in the line of duty;
    8. Take over private medical facilities;
    9. Discontinue appropriated programs or activities of agencies of the executive branch — including government-owned and controlled corporations — to save money. The savings will then be allocated for support operations and response measures in the fight against COVID-19;
    10. Enforce protective measures against hoarding and profiteering of commodities such as food, fuel, medicine, and medical supplies;
    11. Ensure that donation, acceptance, and distribution of health products are not delayed;
    12. Secure goods such as protective laboratory and medical equipment, medical supplies, tools, testing kits, facilities and venues, and others in an efficient manner;
    13. Partner with the Philippine Red Cross as the primary humanitarian agency; ..... etc.

    With all of these in mind, it still somehow gave good effects to the community to survive this pandemic but sadly it is not efficient and effective enough to say that we are recovering from the pandemic which is the opposite whereas the cases are still rising and the situation is getting worse. Though the Bayanihan Act is still a big help for the community in which it helped through financially, with the President having an authority of giving 5000-8000 pesos every month to low income families as an aid for two months, and special risk allowance for health workers, the Philheath shoulder all medical costs of workers exposed to the coronavirus for the duration of the emergency, Mandate that public and private health workers who contract the virus will be given P100,000, and P1 million for the families of health workers who succumbed to the virus while in the line of duty, etc. It also helped some of the community in the Philippines cope up with the new normal with the declared guidelines of the congress. Furthermore The Bayanihan Act gave flexibility for public health workers or rather all the health workers give proper health service to promote fighting the known virus

Like any other country whose health system has been put to the test, the Philippines, with its relatively ill-equipped health system, is expected to be overwhelmed with the surge of COVID-19 cases. Days after the government made an announcement of a lockdown and quarantine measures, it still became evident that action plans and centralized power alone are inadequate to ensure protection for all Filipinos and as an action to help with this crisis they made RA 11469, also known as the “Bayanihan to Heal as One Act” an act declaring the existence of a national emergency arising from the coronavirus disease 2019. This was signed into law by the president crafted as a response to the current pandemic which was caused by the novel coronavirus.The Bayanihan to Heal as One Act’s objective is to mitigate or if not contain the transmission of the disease, this law shall be in effect for only 3 months but the congress may extend it if needed. This made it possible for the president to claim emergency powers in order for him to take action in the spread of the virus and do precautionary measures to prevent disease, promote safety, and prolong life among the population which iz the goal of public health according to the world health organization. One of the impacts of this law on the goal of public health is that public health was given more attention and became a priority. Before this pandemic happened, the people’s health was not prioritized. There were insufficient funds for public hospitals and they lacked equipment, thus they do not accommodate the public because sometimes or rather most of the time they hierarchize patients based on their appearance and economic status. Also there are hospitals who decline to operate in times of emergencies. If they immediately took action before this pandemic happened it would be less complicated and they could've easily controlled the spread of the disease, they could have augmented the funds for health insurance and made laws ensuring the health of the Filipinos.
    Overall, the impact of this law became an eye-opener for the government to make a course of action regarding the public’s health. They allocated more funds for hospital facilities for it to be able to accommodate the public and prioritized the health of the people which was not even given adequate attention by the government and congress. RA 11469 became beneficial to the country’s people but on the other hand it also had adverse impacts on the business sector, the economy, and was also recognized as a desperate move. Desperate measures require desperate moves as they say. Thus, there are still plenty of issues being raised regarding the shortages of hospital beds, equipment used like PPE and surgical masks in regular as well as intensive care, shortage of mechanical ventilators are also one of the most pressing controversies in a country of 100 million people and a country that already has more than 300,000 confirmed cases, with a government that is claiming to be one of the countries that are handling this crisis properly yet realistically speaking nowhere near flattening the curve with 1,000 plus cases daily. What they don't see is the importance of investing money on research for vaccines and mass testing. Mass testing as in testing numerous people who have had contact or exposure to infected people and most especially frontliners. The enactment of this law is not enough action to defeat this pandemic, yes it made an impact on the Philippine’s health care system but it is insufficient and lacking transparency. Also as a result, many people are still not following protocols most especially high-ranking officials and those who think they have power over the law. This law was not able to attain the goals of public health since these past few months the spread of the disease is still uncontrollable and there are thousands of cases each day while the recoveries sometimes do not even reach a hundred.

We are currently fighting a global health crisis which is the COVID-19, an infectious disease caused by a newly discovered coronavirus which does not yet have a cure. The government’s response regarding this ongoing pandemic is the R.A 11469 or also called as Bayanihan Heal As One Act, a law that was officially signed by President Rodrigo Duterte last March 2020. This law grants the President to exercise emergency powers which includes the re-aligning of 2020 budget which means, the president has the power to use government savings, unused special purpose funds, unlimited subsidies, cash, investments and other government funds for a public safety crisis, the power to re-program and revamp the budget, whatever he think is appropriate to eradicate the pandemic, knowing that corruption is relevant in the Philippines, the budget might just go to waste and not to those who needed it the most, like funding for the Mass Testing and providing proper compensation or Hazzard pay to the ones most at risk in fighting this pandemic which is our medical health practitioners. Truly, this act has its pro’s and con’s, looking at the positive side this really helped in promoting the health and safety by providing guidelines and protocols but in connection with that there are also punishable acts and penalties or even imprisonment which may still seem unfair to some for example those marginalized people living in the streets, they somehow still lack the knowledge and does not have the means to practice and afford the requirements in some of the protocols. In this time of crisis, the government needs to practice more on equity than equality so that the goals of public health can be truly achieved. This law needs more revisions and we citizen of the Philippines needs more improvement within ourselves to flatten the line.
